Is privileged access management pricing per user or per admin?

Both, depending on vendor. Keeper, JumpCloud and Okta price per user per month. ManageEngine PAM360 prices per administrator per year. CyberArk, BeyondTrust and Delinea price per quote bundle, typically per privileged account or per admin with module add-ons. We normalise to per-admin-per-year USD for cross-vendor comparison.

Why is CyberArk pricing not public?

CyberArk operates a sales-led pricing model because their target buyer is a regulated enterprise signing a multi-year contract bundling Privileged Access Manager, Endpoint Privilege Manager, Secrets Hub, Conjur and Dynamic Privileged Access. Publishing per-admin rates would anchor the contract negotiation and reveal volume discounts that vary by vertical. We do not infer CyberArk rates.

What is the cheapest published PAM in 2026?

Teleport Community Edition (free for orgs under 100 employees and under $10M revenue) and HashiCorp Boundary Community Edition (free, self-hosted, MPL 2.0) are the cheapest entry points. Among paid published rates, Keeper Business is $3.75/user/month annual ($45/user/year).

Does Okta Privileged Access have a stand-alone price?

Okta sells Privileged Access as a 0.5-Resource-Unit (RU) line item inside the Workforce Identity Suites. Stand-alone Okta Privileged Access pricing is not published as a SKU. The cheapest published path is the Essentials Suite at $17/user/month annual; Premium Suite at $28/user/month annual adds Identity Governance and Identity Threat Protection.

What is the difference between PAM and PIM?

Privileged Access Management (PAM, used by Gartner) and Privileged Identity Management (PIM, used by Forrester) are largely the same category. Microsoft uses PIM specifically for the Entra ID role activation feature, which is a workflow within Entra ID P2, not a stand-alone PAM product. Pricing models are identical: per-admin-per-year, per-user-per-month, tiered subscription, open-source-free, or quote-only.

How much should I budget for PAM implementation?

Implementation effort is real for any PAM rollout: typically 200-2,000 engineer-hours depending on vendor and estate complexity. For a 1,000-admin enterprise rollout, CyberArk and BeyondTrust implementations commonly run 6-12 months with services scoped per vendor or partner statement of work; ask for that SOW for your specific scope rather than relying on an unsourced industry figure. SaaS vendors (Keeper, JumpCloud, Okta) are faster but still require 60-400 hours for identity migration, policy authoring and break-glass workflow design. See /pam-implementation-cost.

Does PAM cover secrets management?

Increasingly yes. CyberArk Conjur, HashiCorp Vault, Delinea DevOps Secrets Vault, Keeper Secrets Manager and Boundary's adjacent Vault integration all cover machine-to-machine secrets alongside human-privileged access. On most published-pricing vendors the secrets module is a separate SKU; on enterprise quote-only vendors it is part of the bundled platform contract.

Is open-source PAM (Teleport, Boundary) really free?

Yes, at qualifying scale. Teleport Community Edition is AGPL-licensed and free for organisations under 100 employees and under $10M revenue. HashiCorp Boundary Community Edition is MPL 2.0 and free to self-host. Both projects have a commercial path (Teleport Enterprise / HCP Boundary / Boundary Enterprise) which is quote-only. Self-hosting cost (HA setup, upgrades, audit log retention, identity-provider integration) is real engineering time even at zero licence cost.

Which PAM vendors are Gartner Magic Quadrant Leaders?

The PAM Magic Quadrant Leaders quadrant per the most recent published Gartner Magic Quadrant for Privileged Access Management is CyberArk, BeyondTrust, and Delinea. One Identity is also historically recognised in the PAM MQ Leaders quadrant. Saviynt is recognised in the Gartner Identity Governance and Administration (IGA) Magic Quadrant as a Leader; Saviynt is not a Leader in the separate PAM Magic Quadrant.
